General Extension - Festive Hours 2016


​This year's extension to core hours for on-consumption premises in respect of the festive was  announced on Thursday 27th October, at the Licensing Board. Check the extension details shown on the General Extensions page.

  • Plan your Christmas night out – stick with friends, charge your mobile and remember to take it with you.
  • Think about how you’ll get home. Book a taxi from a licensed company or arrange for family or a friend to pick you up.
  • Drinks responsibly, don’t leave drinks unattended. Don't do drugs, there is no safe way of taking drugs.
  • Avoid confrontations, just walk away. Be aware ‘one punch can ruin two lives‘.

Air Weapons and Licensing (Scotland) Act 2015

The majority of the Civic Licensing legislation associated with the Act, which received royal assent in August last year, will commence on 1st November 2016. More information on the new alcohol licensing material  has yet to be implemented. More details will be published as soon as they are available.


Annual Licensing Fees are due by 1st October each year. Put it in your diary for the beginning of September and prevent a breach of your licence, followed by the hassle of appearing at the Licensing Board to explain why you failed to pay on time and save the bad publicity in the local press. In 2015 89 failed to pay on time. At the Licensing Board on 26th November 2015 1 licence was revoked, 1 was given a written warning and 1 licence was transferred to new owners. In 2016 action will become even tougher so ensure your licence is protected.

Events Planning - Some Guidelines


Many of us become involved in organising big events, such as galas, beer or music festivals and become anxious about what can go wrong. East Lothian Council have produced some guidance on what requires to be considered in the planning process. General Extension to Licensed Hours

Queen's 90th Birthday

In terms of Section 67 of the Licensing (Scotland) Act 2005, the Board has determined that it is appropriate to grant a general extension of licensed hours for the Queen’s 90th birthday weekend. This extension will apply from Friday 10th June 2016 to Saturday 11th June 2016 inclusive and will allow an extension of the terminal hour for the sale of alcohol during that period until 1am.
 
This extension will only apply to on-sales and not to off-sales of alcohol.
 
There will be no general extensions beyond this although any applications for extended hours outwith the general extension will be considered on a case-by-case basis. It should be noted that such applications will require to be submitted no later than 18th May.
 
There is no need for licensees to apply for the general extension to 1am. On sales premises can utilise these hours to the extent they considered appropriate.




Stay Safe film

National Counter Terrorism policing is providing advice to the public on the steps they can take to keep themselves safe in the rare event of a firearms or weapons attack.
The police service has released the short public information film called ‘Stay Safe: Firearms and Weapons Attack’ which sets out the key options for keeping safe should the worst happen. The film is now freely available online via the
National Police Chiefs’ Council YouTube account.

Break-ins

Please be aware that break -ins to premises are still occuring on a regular basis. Last week (3rd week in January) the Longniddry Golf Professional Shop was broken into.

News Flash - Gaming Machine Dipping


Last Thursday night (14th January) it is suspected that a male called in at a bar in Musselburgh, manipulated the No Deal gaming machine, as per the circumstances reported in June 2015, and dropped the jackpot. See last year's topical information and news for the full details of previous incidents.

Forum Meeting Dates 2016


The next meeting is on Wednesday - 7th December 2016 at 10am in Queen Margaret University Students Union, Musselburgh.

The Licensing Board and Forum joint meeting will take place on Thursday 26th January 2017 at 10am in the Council Chambers, Town House, Haddington.



Club Committees

As a condition of your Premises Licence, please remember that following any changes in your Committee, such as after and A.G.M., a full list of the details of the new committee should be passed to the Licensing Board Office. The list should include full names, date of births, and addresses. This information will be checked by the police to prevent connected persons to clubs, companies etc are not run by persons known to be involved in serious or organised crime.

Gaming Machines

Licensed premises can have up to 2 category C  or D gaming machines under 'Automatic Entitlement'.  However, you must register the use of these machines with the Local Authority Licensing Office. You can do this by wrting in with the your name and address and the name and address of the licensed premises. You also need to enclose the £50 registration fee.  Please note that if a premise licence is transferred then the automatic entitlement lapses and a new entitlement application is required.
