Forum Purpose
The Licensing (Scotland) Act 2005 was fully introduced on 1st September 2009. It governs the sale of liquor in Scotland. A requirement of the new regime was the establishment of Local Licensing Forums.
The remit of the Forum is to keep under review the operation of all new licensing legislation in East Lothian and to give advice and make recommendations to the local licensing board. The Forum cannot review, give advice or make recommendations regarding a particular case. The Licensing Board has a duty to regard the forum's views.
Members of the forum have been drawn from the following 6 categories of persons:
Members of the forum are encouraged to refrain from pursuing their own individual interests; members who belong to a particular organisation are not on the forum to express or promote the view of that organisation to the exclusion of everything else; members must take active steps to stay in touch with the interest group they represent, for example health, education or social work, so that they can convey its view to the forum.
Membership is welcomed in respect of the interests of disabled persons, ethnic minority groups and faith groups.
Forum Membership - The Forum meets quarterly and a chairperson is elected from the membership at the first meeting of each year.

It is important that Forum members are equipped to perform the role which is demanded of them. It is therefore recommended that Forum members attend a Licensing Board meeting to aid their understanding of the role and procedures of the Board. There is no requirement for Forum members to have any specific legal knowledge, unlike Licensing Board members who must complete mandatory training and sit an exam. However, they may find it helpful to get a basic overview of the law.

- a representative of the Chief Constable for the police area of Lothian and Borders Scotland
- persons having functions in relation to health, education or social work
- young people
- Persons resident within the forum's area.
